Because of the introduction of LaTeX2e, which is often installed as just
latex, it may be necessary to select a particular latex
executable. You can do this with the environment variable
TOHTML_LATEX; just set that to the path needed for LaTeX.
For example,
setenv TOHTML_LATEX /usr/local/bin/latex
